Claire Miller is the Manager Policy Strategy at Dairy Australia, the industry’s research and development corporation. She has 35 years’ experience in stakeholder and government relations, communications, and NRM policy development and implementation with particular expertise in water, and climate change and energy. She worked as a journalist with The Age newspaper for more than 20 years, and then as the senior ministerial water policy adviser in Victoria during the Millennial Drought and advent of the Murray Darling Basin Plan. Claire has a Masters Degree in Environmental Studies from Melbourne University and is a published author.

Abstract Outline: The presentation will bring together several interdependent studies and projects undertaken by State agencies, the dairy industry and Goulburn Murray Water (GMW) to better understand the challenges and opportunities of the new operating environment in the Goulburn Murray Irrigation District (GMID), created by a decade of State and federal water reforms. Studies and projects include: Dairy industry-commissioned analysis of how buybacks affect the water market; the GMID land and water use survey 2015-16 tracking changes in land use, water ownership and water use over the past 15 years; the Goulburn Broken CMA Farm Water Program to increase on-farm irrigation efficiency; the Murray Dairy Accelerating Change project to break the nexus between water use and milk production; and, the GMW Business Strategy for a water constrained future.
